PEC licence checks before bidding: a contractor checklist
Source check: 15 September 2026. Practical preparation guidance for Pakistan. Examples are illustrative; any rate or filing period must match your own transaction.
Verify the correct record
A contractor may have a company certificate, NTN and engineers’ registration cards in one folder. These are different records. Before bidding, locate the firm’s own PEC licence and compare its legal name and number with the bidder identified in the tender documents.
PEC’s official site links to separate verification routes for constructor/operator firms, consulting firms and individual engineers. Start from the official route appropriate to the applicant. Save the date of the verification and the result; a brochure or old licence image is not a current check.
Make a tender eligibility matrix
| Tender requirement | Record to compare | Flag before bid |
|---|---|---|
| Bidder identity | Firm licence and bidding entity records. | Names or legal entities differ. |
| Required category | Current licence category and the tender wording. | Required category is not evidenced. |
| Specialisation | Required codes and current firm record. | A requested code is missing or unclear. |
| Validity | Licence dates and any renewal decision. | Expiry affects a relevant tender date. |
| Personnel | Genuine employment and required qualification records. | An attachment or verification step is outstanding. |
For each row add the document filename, person responsible and unresolved question. Tender requirements may go beyond PEC registration, including experience and financial evidence. A valid licence is therefore one part of eligibility, not a promise that the bid qualifies.
Allow time for engineer verification
PEC’s published employment-verification workflow describes starting the appropriate application in the CO portal, adding employed engineers, generating the attachment request and completing biometric employment confirmation before submission. Coordinate with genuinely employed engineers early, and use the live portal’s instructions if a step or requirement has changed.
Keep employment records consistent with the application. Do not treat an engineer’s registration number as permission to attach that person to the firm. If an engineer has left, investigate the proper update process rather than recycling an old attachment.
Example: a renewal receipt is not the same as approval
Suppose a licence is approaching expiry and a renewal application has been submitted. Your folder now contains both the old licence and a new payment receipt. Record the renewal as pending until the actual decision is available. Ask the procuring authority through the tender’s official clarification process what evidence is acceptable at the relevant date; do not describe a pending renewal as approved.
Likewise, if the tender asks for a specialisation not shown on the current record, raise that precise gap before paying for bid preparation. Do not infer coverage from a similar project the company previously completed.
Prepare one bid-readiness folder
Include the current licence, verification result, relevant tender pages, company or firm identity records, renewal status, personnel evidence and a list of unresolved eligibility points. Keep a dated final review copy separate from older working files so the team does not attach an expired document by mistake.
You can perform the initial comparison yourself. Request help if a renewal is pending, the bidder identity has changed, engineer verification is blocked or required codes are uncertain. Ask for the scope of the registration or document review and keep tender interpretation with the procuring authority. No award, category upgrade or renewal outcome is guaranteed.
When to request help
Match the licence to the tender, not the company name
Read the tender's PEC category, specialization codes, validity date, personnel and project-value conditions, then compare each requirement with the current licence record. A valid registration in the wrong category or without the required specialization can still make a bid non-responsive. Verify employed engineers and any joint-venture allocation using the applicable official process.
Create a bid-date evidence pack: licence verification, category and codes, renewal receipt if relevant, engineer records and the tender clause being satisfied. Do not rely on an old certificate saved from a previous bid. If renewal or code addition is pending, disclose the actual status internally and obtain procurement advice before representing that approval has already been granted.
Tell us the firm category, licence expiry, tender date and whether renewal or engineer verification is pending. Start with a short summary. Do not send passwords, PINs or one-time codes. Ask for the scope and professional fee before commissioning work.

Questions people also ask
Is an engineer’s PEC card enough for the firm to bid?
Check the firm licence and the actual tender requirements separately. The individual’s registration does not establish the firm’s category, validity or specialisation.
Does paying the renewal fee extend the licence automatically?
Do not infer approval from payment alone. Verify the current PEC status and obtain clarification on acceptable evidence under the tender.
