Hiring your first employee: a payroll setup checklist
Source check: 15 September 2026. Practical preparation guidance for Pakistan. Examples are illustrative; any rate or filing period must match your own transaction.
Write down what you have agreed
Record the employee’s start date, role, agreed salary, pay frequency, benefits and any variable amounts. Be explicit about whether a quoted figure is gross salary or a promised take-home amount. Two people using the word “salary” can be budgeting different employer costs.
Collect identity and payment details through an appropriate private process. Confirm whether the relationship is employment or genuinely independent contracting from the facts. Calling someone a consultant on an invoice does not settle that question.
Create a small payroll file
| File section | Purpose |
|---|---|
| Agreed terms and start date | Support the pay basis and any partial first month. |
| Attendance and variable pay | Document unpaid days, approved overtime, bonuses or adjustments. |
| Tax working | Identify the relevant year, salary treatment, projection and deductions already supported. |
| Review and approval | Record who checked the calculation and who authorised payment. |
| Payment and reporting evidence | Link the payslip, bank transfer and applicable tax records. |
Worked example: agree the gross-to-net bridge
Illustration only: an agreed gross payment is Rs. 100,000. Assume a separately verified payroll calculation produces Rs. 4,000 tax and an authorised advance recovery is Rs. 6,000. The payment is Rs. 90,000. The Rs. 4,000 is an assumed result for the example, not a tax quotation or recommended rate.
Put each deduction on the working with its basis. Do not reduce agreed pay for an unexplained balancing figure. If the agreement promises a net amount, calculate the required gross amount under the applicable rules before promising that the employer’s cost is only the net payment.
Check the annual projection, not an isolated month
Use the appropriate year’s official FBR withholding reference and the governing salary provisions when preparing the tax working. Do not paste a percentage from a supplier-payment row into payroll. Bonuses, benefits, prior employment information and changes during the year need to be assessed in the calculation.
Maintain the assumptions used and date each revision. If a payslip changes significantly, provide a short explanation rather than leaving the employee to guess. Reconcile the annual employee totals to payroll records and the amounts actually reported and paid.
Keep other employment checks on their own calendar
Identify the labour, social-security, pension or other employer requirements that may apply to the establishment and location. Do not assume income tax registration answers all of them. Obtain applicable current thresholds, rates and due dates from the responsible authorities; this checklist does not prescribe one nationwide employment package.
Assign responsibility for payroll approval, payment, tax deposit, reporting and year-end certificates. These are separate tasks even if one person performs them. A salary payment does not demonstrate that every reporting task was completed.
Prepare for the first month-end
Keep an exception list covering incomplete documents, unapproved variable pay and unresolved tax questions. Resolve it before final approval where possible and retain the final payslip and bank reference. Request a setup review for net-pay contracts, uncertain worker status, foreign employees, unusual benefits or obligations spanning different locations.
When to request help
Approve the employee master before the first run
Document the employee's legal name, CNIC, start date, role, pay frequency, basic salary, allowances, benefits, leave basis, bank details and tax information. Mark which items are contractual, taxable, reimbursable or employer contributions. A spreadsheet that only contains “monthly salary” cannot produce a defensible annual tax projection or final-settlement calculation.
Run a gross-to-net preview and obtain approval before payment. It should show gross earnings, each deduction, employer costs, net pay and payment date. Then define who can change the employee master, who approves payroll and who releases the bank payment. Even with one employee, these actions should leave evidence; silent edits to a bank account or salary rate are a preventable control failure.
Tell us the business location, employee count, first pay date and whether salaries are agreed gross or net. Start with a short summary. Do not send passwords, PINs or one-time codes. Ask for the scope and professional fee before commissioning work.

Questions people also ask
Can I use the same tax percentage for everyone?
Do not assume so. Prepare the salary calculation under the relevant rules and each employee’s circumstances for the applicable year.
Does this checklist replace employment-law advice?
No. It organises payroll records. The employment terms and other statutory employer obligations require their own applicable-law checks.
