Freelance and international guide: Buying a used phone: check PTA status before paying
Quick answer: Check the actual phone’s IMEI numbers through the official PTA verification route before payment. Match them with the seller’s receipt and keep the result. PTA status does not establish ownership, physical condition or warranty, and a working SIM alone is not a complete purchase check.

Checked 19 September 2026. Practical guidance for individuals. All examples are illustrative; amounts are not tax quotations.

A seller says a used phone is “PTA approved” and shows you an old screenshot. The practical check is to verify the identifiers on the actual handset you are about to buy. A screenshot for a similar model or a different device is not enough.

Do these checks while the phone is present

  1. Read the IMEI numbers in the phone's settings or using its supported device-information method.
  2. For a device with more than one IMEI, check each one. Do not stop after the first result.
  3. Use the official PTA Device Verification System linked from FBR's DIRBS page. PTA also publishes SMS verification by sending the 15-digit IMEI to 8484.
  4. Compare the returned status and device details with the phone in front of you.
  5. Keep the dated result and ensure the sale receipt identifies the same handset.

FBR describes DIRBS as identifying compliant and non-compliant devices on local mobile networks. Its official DIRBS page links to PTA verification and mobile duty information. Start there if an unfamiliar search result asks for credentials or an unexplained registration payment.

Example: one checked IMEI is not the whole phone

A hypothetical dual-SIM handset has two IMEIs. The seller's screenshot covers only the first. You check both live, then find that the second result is different or cannot be confirmed. Pause the purchase and ask for clarification through the official route. Do not accept “it will be fixed tomorrow” as equivalent to a verified current result.

Also compare identifiers across the handset, box and receipt. A replacement box is not proof of fraud by itself, but a mismatch should be explained and the receipt should identify what is actually being sold. Do not publish full IMEIs or identity documents in an open social-media complaint.

What the PTA check does not settle

It does not replace checks for ownership, account or activation locks, battery condition, repairs, accessories or warranty. Ask the seller to demonstrate the legitimate sign-out and transfer process for their device account. Do not use or pay for bypassing a lock or altering an IMEI.

If the device is not compliant, do not assume the purchase price includes all duties or that a generic online model estimate is the final assessment. Obtain the applicable official registration and duty information for the exact device and lawful applicant. This guide deliberately quotes no model-specific tax amount.

If you discover an issue after purchase

Retain the receipt, payment evidence, verification result and your conversation with the seller. Ask the seller to address the documented discrepancy under the agreed terms. For device-status questions, use PTA's official channels; a tax adviser cannot change the registration result.

For a payment that failed during the purchase, use the bank-transfer complaint checklist. If you are separately reviewing a tax payment, use the payment-trace guide. Keep the device, seller and bank issues clearly identified so each organisation receives a request it can answer.

Questions people also ask

Does a working SIM prove the phone is safe to buy?

It does not complete the check. Verify the actual IMEIs and separately review ownership, locks, condition and sale terms.

Should I verify both IMEIs?

Check every IMEI the handset provides for its cellular functions, including the second identifier where present.

Can this guide calculate a final PTA tax amount?

No. Use the official device-specific duty and registration process; a generic price quote is not a final assessment.
