PEC registration for engineers in Pakistan
Pakistan Engineering Council registration is the one credential in Pakistani engineering that is not optional. The Council states plainly in its published FAQ that an engineer cannot undertake any professional engineering work unless registered with PEC. Everything else — the title you hold, when you can sign a design, whether a firm can put you on its licence — follows from where you sit in the registration ladder.
This guide sets out that ladder, the requirements PEC publishes at each rung, and the renewal mechanics that quietly cause the most lapses.
Registered Engineer and Professional Engineer are different things
PEC uses two principal titles for individuals, and the difference between them is a practical restriction rather than a courtesy.
| Registered Engineer (RE) | Professional Engineer (PE) | |
|---|---|---|
| Who it covers | A person holding an accredited engineering qualification, registered as such by the Council | A person holding an accredited qualification who has obtained professional experience and passed the prescribed examination |
| Experience required | None beyond the qualification | Five years, per PEC's stated definition |
| Examination | None | Engineering Practice Examination (EPE) |
| Scope of work | All professional engineering work except independently signing design | Not subject to that restriction |
The fourth row is the one to read twice. PEC's own definition of a Registered Engineer carves out independent design signature. A graduate who assumes that registration alone permits signing off drawings has misread the scope of the title. PEC FAQ: definitions of RE and PE
Check accreditation before you pay anything
PEC registers graduates of programmes accredited with PEC. That is narrower than it sounds, and it is the single most common reason an application stalls.
- B.Tech is not registered. PEC states that B.Tech is not equivalent to a Bachelor of Engineering and that PEC does not register such graduates as engineers.
- Distance learning is not recognised. PEC states this without qualification.
- B.E, B.S and B.Sc (Engineering) are treated alike. PEC states there is no difference between these; they are different nomenclatures used by different engineering universities.
- Accreditation is programme-and-year specific. PEC publishes First Schedule lists for Pakistani institutions, split into Level-I and Level-II programmes, and Second Schedule lists for qualifications obtained outside Pakistan.
PEC also states that qualifications accredited under Level-II of the First Schedule are considered substantially equivalent under the Washington Accord. If international mobility matters to you, that is the line to check rather than the university's marketing.

Applications run through PEC's online portal at portal.pec.org.pk. PEC's guidance is unusually specific about the upload step, which is where most applications get bounced back:
- Create a portal login and complete the application for your registration category.
- Upload readable scanned copies of the degree, transcript, fee voucher, CNIC, signature and photograph. PEC asks for a formal passport-size photograph with a blue or white background — informal pictures are rejected.
- PEC advises uploading from a computer rather than a smart device, keeping images as .jpg between roughly 400 and 500 KB, and resizing in a desktop image editor rather than an online service.
- Deposit the registration fee through a PEC-designated bank and upload the acknowledgement receipt. PEC states that pay orders and demand drafts are not acceptable for this route and that fee is received through the online system, while separately noting that banker's cheques and pay orders can be deposited into PEC accounts through banks.
- Submit. PEC warns that information cannot be amended or changed after submission, so check the entries before you commit.
HEC attestation of the degree is not compulsory for endorsement, but PEC notes that if the degree is attested, PEC will not carry out its own verification — which in practice usually means a faster file. Where you want more than one qualification recorded, PEC states that multiple qualifications can be endorsed subject to verification, and that the previous original registration certificate is mandatory for endorsement.
Moving from RE to PE: experience, CPD and the EPE
PEC publishes two eligibility categories for the Professional Engineer title, split by graduation date.
| Requirement | Category-I (graduated after April 2005) | Category-II (graduated before April 2005) |
|---|---|---|
| Registration | Must be registered as RE with PEC | Qualification from a PEC-accredited Pakistani institution |
| Experience | Minimum five years relevant, post-graduation | Minimum ten years post-graduation |
| CPD | 17 credit points since August 2010 | 17 credit points since August 2010 |
| Assessment | Pass the EPE conducted by PEC | Subject-expert assessment plus interview before the Enrollment Committee |
PEC states that the EPE is conducted twice a year, has two parts — one common to all disciplines and one based on breadth and depth subjects of the specific discipline — and that a candidate must secure at least 60 per cent in each part. A candidate who fails one part must clear that part within three consecutive attempts. PEC also requires a competency profile so the panel of experts can assess the applicant's area of expertise and project detail, and states that the RE certificate is returned on elevation so the PE certificate can be issued.
The CPD arithmetic that decides your timeline
CPD points are earned across categories, several of which carry annual ceilings — which is why seventeen points cannot simply be collected in the final year. PEC's published framework includes:
- Formal education — capped at 4 credit points per year. A postgraduate degree carries 4 points for coursework only, 6 with research; a doctorate in engineering carries 12.
- Work-based activity — engineering work including relevant management aspects, capped at 2 credit points per year.
- Development and individual activity — membership of a recognised professional body (1 point national, 2 international, limit two memberships a year), training programmes, conferences, seminars, workshops and short courses, each carrying between 0.5 and 1 point.
Separately, PEC sets the renewal-side CPD requirement: a newly Registered Engineer gets the first year after graduation as a grace period, then needs nine credit points in the first three-year cycle, twelve in the next three-year cycle and five per year thereafter. For Professional Engineers, PEC states three credit points per year with effect from July 2010. PEC FAQ: CPD requirements
Renewal is a filing obligation, not only a payment
This is where otherwise careful engineers lapse. PEC's published position has three parts worth separating:
- Registration must be renewed after expiry, and application for renewal is submitted online through the portal.
- A renewal card is issued for a maximum of three years. PEC states the purpose is to give the engineer an opportunity to update their profile and record with PEC for future correspondence.
- Engineers who have paid the lifetime subscription are still required to obtain renewal cards by following the renewal procedure, on a no-charge basis.
PEC states one fee exemption: a Professional Engineer who has attained the age of sixty and is unemployed is exempted from the annual renewal fee for the rest of their life, with the renewal card issued on request. For non-resident Pakistani REs and PEs, PEC states the renewal procedure is the same as for residents.
If your account has gone dormant
PEC publishes a two-step recovery. First, reset login information through its engineer login reset portal and wait for PEC approval. Second — and this step cannot be done remotely — attend the nearest PEC office in person with your original CNIC and PEC registration certificate or membership card, obtain the Dormant Account Activation Request Form, submit it, and complete biometric verification with the PEC officer.
A related operational note PEC publishes: 8138 is the short code PEC uses for all SMS communication, and PEC states that any SMS from a different sender, including one masked as "PEC", is fake. If your number has been ported, PEC directs you to update it in the MNP database maintained by the telecom operators.
What PEC publishes as its fees
| Item | Figure published by PEC |
|---|---|
| Registration as Professional Engineer (PE) | PKR 5,500 |
| Engineering Practice Examination — new candidate | Rs 5,000 plus bank charges |
| EPE — re-appearing in one part | Rs 2,500 plus bank charges |
| Duplicate registration certificate | Challan of Rs 1,000, with affidavit, newspaper clipping and FIR copy |
| Professional Engineering Body (PEB) — new registration | Rs 20,000 |
| Professional Engineering Body (PEB) — renewal | Rs 10,000 |
| Int.PE (Pak) initial registration, three years | US $200 |
| Int.PE (Pak) renewal, three years | US $100 or equivalent, non-refundable |
PEC directs Registered Engineer new-registration and renewal fees to its dedicated fee page rather than stating a single figure in the FAQ, so read the engineers fee structure page and the consolidated PEC fee structures index for your own category. PEC states that excess fee is refunded only on written request after approval of the department concerned, and that registration fee generally is non-refundable.
Verifying a registration
PEC runs a public verification portal, which is worth knowing about from both sides. If you are hiring, verify the registration number rather than accepting a card photograph. If you are the engineer, check that your own record shows what you expect after every renewal. PEC's engineer verification portal and its separate firm verification portals are the authoritative check. PEC also publishes a list of engineers holding a supervisory certificate.
What sits next to this registration
PEC registration answers one question only: whether you may practise. It does not touch your tax position, your firm's licence, or your ability to bid for work. If you are moving into independent practice, the adjacent obligations are FBR registration, the choice of operating structure, and — if your firm will take engineering contracts in its own name — a separate PEC firm licence, which is a different application on a different portal with a different renewal calendar.

Accreditation schedules, fee figures and portal steps are revised by PEC without notice; confirm your own category on the PEC site before applying or paying. This guide is a procedural orientation, not a determination that any particular qualification is registrable.

Questions people also ask
Is PEC registration actually compulsory, or just useful for jobs?
PEC states the position directly in its FAQ: an engineer cannot undertake any professional engineering work unless registered with PEC, so registration is mandatory rather than optional. In practice the consequence shows up at three points — public-sector and large private employers ask for the registration number, a PEC-licensed firm has to show registered engineers on its staff to hold its own licence, and a Registered Engineer is not permitted to independently sign design. The last one is the distinction most graduates discover late.
Does PEC register a B.Tech degree?
No. PEC states that B.Tech is not equivalent to a Bachelor of Engineering and that it registers only graduates holding an engineering qualification accredited with PEC. PEC also states that distance learning is not recognised. Before paying any fee, check your specific programme and campus against the First Schedule lists for Pakistani institutions or the Second Schedule for foreign ones, because accreditation attaches to a programme in a given year, not to a university in general.
How long does the gap between RE and PE actually take?
Five years of relevant post-graduation experience is the floor, not the timeline. PEC also requires seventeen CPD credit points earned since August 2010 and a pass in the Engineering Practice Examination, which PEC says is conducted twice a year and requires at least 60 per cent in each of its two parts. Candidates who leave CPD points until year five frequently find the points, not the experience, is the binding constraint, because several CPD categories carry annual caps.
I paid the lifetime subscription. Do I still have to renew?
Yes, and this catches people out. PEC states that engineers who have paid the lifetime subscription must still obtain renewal cards by following the renewal procedure, on a no-charge basis. The fee stops; the filing does not. PEC frames the three-year renewal card as the mechanism that keeps your profile and record current with the Council for future correspondence.
My PEC account is dormant and I live outside Pakistan. What are my options?
PEC publishes a two-step route for dormant accounts: a login reset through its reset portal, then biometric verification in person at a PEC office with your original CNIC and registration certificate or membership card. The biometric step is physical. For renewal itself, PEC states the procedure for non-resident Pakistani REs and PEs is the same as for residents, and that an engineer working or residing outside Pakistan can apply through the online registration portal.
Does PEC registration have any tax or FBR consequence?
Not directly — PEC and FBR are separate registrations answering separate questions. But an engineer who starts consulting independently on the strength of a PE title picks up an FBR-side set of obligations at the same moment: registration, return filing, and possibly provincial sales tax on services if the work is a taxable service in the relevant province. The two calendars do not align, so treat them as separate checklists.
