How to register a copyright in Pakistan
Copyright is the one intellectual property right in Pakistan that you already have. IPO-Pakistan states the position clearly: the way copyright protection is secured is frequently misunderstood, and registration is not compulsory to secure copyright. Protection attaches when an original work is created and fixed.
So the useful question is not "how do I get copyright" but "what does registration add, and is it worth the file". This guide answers that, then works through the procedure.
What registration actually buys you
Registration converts an unprovable right into a documented one. IPO notes that there are definite advantages to registration, and in practice they are:
- A public record of ownership — an entry in the Register of Copyrights, maintained at the Copyright Office, naming you as owner of an identified work.
- A certificate you can produce — evidence in a court or enforcement proceeding, rather than a reconstruction from email timestamps and file metadata.
- Enforcement leverage — including against infringing imports and exports, where a certificate is far easier for an official to act on than an assertion.
- A settled ownership position — the discipline of filing forces co-authorship, commissioning and assignment questions to be answered before there is money in dispute, which is the cheapest time to answer them.
Against that: a fee, a form in triplicate, supporting copies, and processing time. For a single blog post the file is rarely worth it. For a software product, a published book, a musical work with commercial release plans or a character you intend to license, it usually is.
What can and cannot be registered
IPO publishes the exclusions, and they are the part worth reading before you pay anything. Outside copyright protection are:
- Works that have not been fixed in a tangible form.
- Ideas, procedures, methods, systems, processes, concepts, principles, discoveries or devices — as distinguished from a description, explanation or illustration of them.
- Works consisting entirely of information that is common property and containing no original authorship — IPO gives standard calendars, height and weight charts, tape measures and rulers, and lists or tables taken from public documents or other common sources.

Avail our corporate tax servicesWhich office, and which law
IPO-Pakistan was established by the IPO-Pakistan Act 2012 and sits over three registries that people routinely confuse. The Copyright Office and the Trade Marks Registry are both in Karachi, but they are different offices with different forms and different governing law. Copyright runs under the Copyright Ordinance 1962 and the Copyright Rules 1967, with applications made to the Registrar of Copyrights.
| If you want to protect | The right is | Registry |
|---|---|---|
| A book, song, film, painting, photograph, software code | Copyright | Copyright Office |
| A brand name, logo or trading style | Trademark | Trade Marks Registry |
| A new invention, product or process | Patent | Patent Office |
| The visual appearance of a manufactured article | Registered design | Patent Office |
The application
The application is made on Form II, prescribed under Rule 4(1) of the Copyright Rules 1967, and filed with the Registrar of Copyrights. Published guidance on the file is consistent on the following points:
- One application per work. A separate application and a separate fee are required for each work. A collection of songs is not one filing.
- Form II in triplicate — three copies of the application form.
- Copies of the work. Two copies in the appropriate medium — printed copies for a literary work, a recording for a musical or cinematographic work.
- A Statement of Further Particulars for literary, dramatic, musical and artistic works, also submitted in triplicate.
- Proof of fee payment. Published guidance describes a crossed bank draft or pay order in favour of the Director General, IPO-Pakistan.
- An undertaking or affidavit as to the original creativity of the work.
- A no-objection certificate or assignment from the copyright owner or writer where the applicant is not the original author — this is where commissioned work, employment and collaboration get resolved.
The advertisement rule for artistic works
Artistic works carry an extra step that is easy to miss and that delays files when it is missed. Published guidance describes a requirement under Rule 4(3-A) to publish an advertisement in a national Urdu or English daily newspaper in the applicant's area of residence or business, in the prescribed format, with two copies of the advertisement submitted to the Registrar within one month of filing or such extended period as may be allowed.
If you are registering a logo, an illustration, a painting or a design drawing, budget for the newspaper advertisement in both time and cost, and diarise the one-month deadline from the filing date.
Fees
Secondary guidance in circulation describes fees that vary by category of work, with artistic works at the lower end and cinematographic works materially higher, and a separate published fee for compulsory-licence applications to the Copyright Board. The spread across categories is real; the specific numbers should be confirmed. Separately, note that an adviser's professional charge is not the official fee, and quotes in the tens of thousands of rupees that you may see are service pricing, not government fees.
What happens after filing
The Registrar examines the application and, where it is in order, enters the particulars of the work in the Register of Copyrights and issues a certificate of registration. IPO publishes average process times for its services — check them before planning a launch, publication or release around a registration date, because that assumption is where avoidable disappointment comes from.
The dispute layer is live rather than theoretical. IPO publishes a Copyright Board with named members and a cause list of matters listed for hearing on published dates, and maintains an e-Journal. If a third party contests ownership, there is a forum that hears it.
Assignment and licensing
Registration records ownership; it does not manage what you do with it afterwards. Two mechanics worth knowing:
- Voluntary licences — the Copyright Ordinance requires a licence to be in writing and signed. Verbal permission to use a work, however clear at the time, is not the instrument the statute contemplates.
- Compulsory licences — applied for to the Copyright Board on the prescribed form, including a separate form for translations, against a published fee. This is a statutory route, not a negotiation.
If you are commissioning creative work — a logo, a photograph, code, a jingle — settle ownership in the commissioning contract at the point of engagement. The default position is not always what the paying party assumes, and an assignment obtained later, after the relationship has soured, costs many times what a clause would have.
The adjacent registrations
Most commercial work needs more than one right. A product launch typically involves a trademark for the brand, copyright in the marketing and packaging artwork, and possibly a registered design for the product's appearance or a patent for how it works. These are separate applications with separate tests, separate fees and separate timelines — and only the patent and design ones are lost forever by publishing first.

The automatic nature of copyright, the exclusions from protection and the absence of any attorney requirement are attributed to IPO-Pakistan's published copyright FAQ. Form, fee and procedural details are drawn from published secondary guidance on the Copyright Rules 1967 and have not been individually confirmed against IPO's current fee notification; confirm them with the Copyright Office before filing. This is a procedural guide, not legal advice on any particular work.

Questions people also ask
If copyright is automatic, why register at all?
Because automatic rights and provable rights are different things. IPO-Pakistan states that registration is not compulsory to secure copyright but that there are definite advantages to registering. In a dispute the practical question is never whether copyright exists in the abstract — it is whether you can show, on a date, that the work was yours. A certificate and a register entry do that in a way a folder of undated drafts does not.
What cannot be copyrighted in Pakistan?
IPO identifies categories outside copyright protection: works not fixed in a tangible form, and ideas, procedures, methods, systems, processes, concepts, principles, discoveries or devices as distinguished from a description, explanation or illustration of them. Also excluded are works consisting entirely of common-property information containing no original authorship, such as standard calendars, height and weight charts, tape measures and rulers, and lists or tables taken from public documents. The recurring commercial disappointment is the business idea: the pitch deck describing it can be copyright, the idea itself cannot.
Do I need a lawyer or agent to file?
IPO states there is no requirement that applications be prepared or filed by an attorney, and that a duly authorised agent may act. Whether you should use one is a separate question that turns on the work. A single literary work by a sole author is a straightforward file. Anything involving co-authors, commissioned work, employment, an assignment chain or a soundtrack with separate musical and literary rights benefits from advice, because the ownership question is settled before filing, not by it.
How long does copyright last in Pakistan?
The general position under the Copyright Ordinance 1962 for a literary, dramatic, musical or artistic work other than a photograph, published within the lifetime of the author, is fifty years counted from a statutory starting point rather than from the date of registration. Other categories — photographs, cinematographic works, sound recordings, anonymous and posthumous works — have their own rules. Check the term for your specific category against the Ordinance rather than assuming one figure covers everything.
Does registering a copyright protect my brand name or logo?
Only partly, and relying on it is a common and expensive error. A logo may be an artistic work capable of copyright registration, but the right that stops a competitor trading under a confusingly similar mark is a registered trademark at the Trade Marks Registry, which is a different office with different forms. A brand normally needs the trademark; the copyright registration of the artwork is a useful supplement, not a substitute.
Is there an opposition or dispute process?
Yes. IPO publishes a Copyright Board with named members and a cause list of matters being heard on published dates, which means disputes are actively adjudicated rather than merely recorded. IPO also publishes average process times for its services. If a release date depends on a registration being complete, check that published processing time before committing to the date.
